The Operational and Radiomobile Nucleus, also known as NORM., is a body of the Territorial Department Command (or company) of the Carabinieri that ensures 24-hour emergency response. It is composed of two units: the operational unit, responsible for judicial police activities, and the radiomobile unit, which ensures the emergency response service.

It is generally placed under the command of an officer or a non-commissioned officer (senior officer), of the Carabinieri. The operational quota of the NORM is composed of personnel who operate in civilian clothes and with cars and vehicles in civilian color, who carry out information-investigative activities.

The mobile radio unit, on the other hand, guarantees prompt intervention and control of the territory, throughout the area of ​​competence. The coordination of the prompt intervention activities is entrusted to the operations center which, in a coordinated manner with the operations rooms of the police headquarters, manages the most disparate needs, merged into the Single Number 112
